The Constitution and Bylaws of the Arab Trade Union Confederation (ATUC)

The Arab Trade Union Confederation (ATUC) is a regional labor organization grounded in the principles of democracy, representation, participation, and the separation of powers. It serves as the collective voice of Arab workers, striving to uphold labor rights, social justice, and decent work across the Arab region.
In accordance with its Constitution and Internal Regulations (Bylaws), the Confederation holds its General Congress every four years. This highest decision-making body elects the governing institutions of the Confederation, including the Executive Bureau, the General Council, and the President. These bodies are entrusted with implementing the organization’s policies and programs in line with its democratic mandate.
The official documents, the Constitution, Bylaws, and Internal Policies — serve as the legal and institutional foundation of ATUC. They are designed to:
  1. Define the Confederation’s mission, vision, and strategic priorities, providing clear guidance for all its actions and positions;
  2. Establish the organizational structure, including the roles, mandates, and responsibilities of each governance body and affiliated member organization;
  3. Set out democratic procedures for elections, decision-making, and accountability, ensuring the fair and inclusive participation of all members;
  4. Protect the rights and duties of affiliated unions and their representatives, promoting solidarity, equity, and respect among members;
  5. Ensure financial transparency and institutional oversight, including audit mechanisms and reporting obligations;
  6. Outline procedures for dispute resolution, disciplinary action, and internal dialogue, reinforcing unity and cohesion within the Confederation;
  7. Promote gender equality, youth inclusion, and social dialogue, as cross-cutting principles embedded in the Confederation’s functioning and programming.
These documents not only define the legal status of ATUC but also embody its values and vision for a just and equitable Arab region where workers are empowered, protected, and represented.
The Constitution and Bylaws are publicly accessible and are regularly updated through democratic processes to reflect evolving challenges and priorities within the Arab labor movement.
