Morocco Submits Ambitious New Climate Vision to UNFCCC Ahead of COP

Rabat, 30 September 2025 — The Kingdom of Morocco has officially submitted its updated Nationally Determined Contribution (NDC 3.0) to the United Nations Framework Convention on Climate Change (UNFCCC), reinforcing its leadership in climate action ahead of the COP negotiations.

The submission outlines a 53% reduction in greenhouse gas emissions by 2035 and establishes a pathway to achieve net-zero emissions by 2050, marking a major step forward in Morocco’s long-term climate strategy.

“This vision reflects Morocco’s commitment to climate action that is socially inclusive, economically sustainable, and technologically ambitious,” said Leila Benali, Minister of Energy Transition and Sustainable Development. “We are combining decarbonization with economic modernization, job creation, and a just transition for all citizens and regions.”

Key Highlights of Morocco’s Climate Vision
• Ambitious Mitigation Targets:
The NDC 3.0 identifies seven key sectors for emission reductions, including energy, transport, industry, buildings, agriculture, waste, and forestry. Morocco plans to significantly expand renewable energy capacity, electrify transport, improve energy efficiency, and decarbonize industrial processes.
• Adaptation and Resilience:
The strategy prioritizes adaptation measures to address water scarcity, drought, and climate-related impacts on agriculture, coastal areas, and forests. Morocco has identified over 100 adaptation projects and integrated resilience into national planning.
• Just Transition and Social Inclusion:
Morocco’s vision incorporates principles of gender equality, regional equity, and social inclusion, ensuring that vulnerable populations and communities most affected by the transition are supported.
• Climate Finance and Investment:
The NDC 3.0 outlines financing requirements totaling USD 96 billion, distinguishing between unconditional domestic actions and conditional measures requiring international support. Over 190 bankable projects have been identified for implementation.
• Participatory Approach:
More than 60 consultation sessions were held with government, private sector, civil society, academia, and local authorities, ensuring broad stakeholder engagement. Women accounted for over 50% of participants, reflecting Morocco’s commitment to inclusive governance.

Morocco’s submission demonstrates its leadership in Africa and the Arab region, combining ambitious mitigation, strong adaptation measures, and social justice principles. The strategy serves as a model for integrating climate action with sustainable development and human well-being.

“Morocco is showing that climate responsibility can drive economic opportunity, social inclusion, and environmental protection simultaneously,” said a UNFCCC representative.

Next Steps

The UNFCCC will review Morocco’s NDC 3.0 as part of the Enhanced Transparency Framework. Morocco will continue monitoring implementation through national coordination mechanisms and publish progress reports to ensure transparency and alignment with global climate commitments.
